On September 30, 2016 the U.S. Army Corps of Engineers (Corps) released a Draft Environmental Impact Statement (EIS) for the Millennium Bulk Terminals-Longview export terminal. The Corps is the National Environmental Policy Act (NEPA) lead agency. The public and agencies are invited to review the document, provide comments, and attend a public hearing/open house.

An environmental impact statement provides an impartial discussion of the likely significant adverse environmental impacts of a proposal, reasonable alternatives, and mitigation measures that would avoid or minimize the adverse impacts. To facilitate public review of this proposal, the Corps is extending its normal comment period.

Comments on the NEPA Draft EIS will be accepted through November 29, 2016 and may be submitted to the Corps either by mail, online, or at one of two scheduled public hearings. Comments may be submitted by mail or online at the following addresses:

By mail: Millennium Bulk Terminals–Longview NEPA EIS
c/o ICF International
710 Second Avenue, Suite 550
Seattle, Washington 98104

Online: http://www.millenniumbulkeiswa.gov/submit-comments.html

Those wishing to comment on the Draft EIS in person may attend one of two public hearings scheduled to be held in Longview and Vancouver. Hearings will include an open house, with staff available to answer questions, and public testimony during which the Corps will accept oral public comments. Please see the public hearing section below for additional information.

The Corps will review and consider all comments submitted during the public comment period regardless of mode of submittal.
