The Willamette Water Supply Project – No Surprisees Approach will be the presentation in Portland this month (webinar in Seattle). Efficient management of water supply systems without surprises for the next hundred years or more will require consideration of climate change impacts.
This NWAEP presentation will highlight how Tualatin Valley Water District (TVWD) and the City of Hillsboro are partnering to develop the mid-Willamette River at Wilsonville as an additional water supply source. The new Willamette River water system will be one of Oregon’s most important projects—designed to supply water to more than 300,000 residents and some of the state’s largest employers for the next 100 years. It is also one of Oregon’s largest infrastructure projects, including over 30 miles of pipeline, new raw water treatment facilities and associated storage. This additional source improves regional water reliability and redundancy so that if one source is restricted or unavailable, another source can be used.
Planning and permitting for the Willamette Water Supply is underway, but it will take over a decade to develop the system. Planning, engineering, financing, public outreach and permitting requirements are strategically coordinated since the pipeline will travel through numerous jurisdictions in an area with complex resource considerations. This presentation will provide an overview of the project and describe the benefits of a “no surprises” approach to the permitting strategy: engaging early with regulatory agencies, implementing an “avoid, minimize, and mitigate” strategy and developing a net environmental benefit package.
